I’ll bet that I could pick any 20 jobs listed on Monster and the hit rate for having a cutoff date for applications would be less than 10%.

Frankly, I don’t get it. Why leave the process open-ended?
You don’t get good candidates? Is your job is so uninspiring that no one applies in a reasonable time? Or are the candidates just ‘not right’? Then that should tell you that you have work to do and it’s time to re-think. Waiting one more day, or week or month is not going to fix this.
#3 Corollary: Set a date, gather your candidates and get on with the process...and btw, you might tell the candidates.
